Metropolitan Nashville shall hold one or more public hearings or implement other procedures under which comments from the public…may be received (6.08.40) The Purchasing Agent shall publish proposed Benchmarks in a newspaper of general circulation at least once each week for four consecutive weeks and shall receive public comments submitted within ten days after the final such publication. The Purchasing Agent shall consider all public comments duly submitted (4.46.060)….Notify the public, by advertisement in a newspaper or newspapers of general circulation within the metropolitan government area (4.46.120)….The public shall have thirty days from the date of notice to submit written comments (10.56.040)…Upon adoption following public hearing and comment by the metropolitan planning commission, such list shall have the force and effect of regulation(17.24.120)
